CCIDA CEO Recognized for Economic Development Successes in Chautauqua CountyMAYVILLE, NY - Mark Geise, Chautauqua County’s Deputy County Executive for Economic Development and County of Chautauqua Industrial Development Agency (CCIDA) CEO, has once again been named to Buffalo Business First’s prestigious “Power 250” listing.
The publication’s “Power 250” is an annual list of the 250 people whom the full news staff at Business First regards as the most influential and powerful people in the eight counties (Allegany, Cattaraugus, Chautauqua, Erie, Genesee, Niagara, Orleans, and Wyoming) that make up Western New York. For 2025, Geise was ranked 187th, up six spots from his 2024 ranking of 193.
Geise was first appointed in his role of Deputy County Executive for Economic Development and CCIDA CEO in March 2018. Since then, he’s spearheaded the effort to grow and expand business opportunities in Chautauqua County, including overseeing the agency’s expanded and enhanced efforts to help employers during COVID 19. In the past two years alone, and under Geise’s leadership, the CCIDA saw unprecedented economic development activity, assisting with over $1.15 Billion in capital investment in the County. Those investments included:
The Cummins Engine internal expansion project ($452 million)
Wells Enterprises Phase I, II, and III expansion efforts ($512 million combined)
Developing a shovel-ready site along I-90 in Ripley ($16 million)
The purchase of long-time Jamestown manufacturer Dahlstrom Rollform by local ownership ($9 million), and
Development of several hospitality-based projects, including the White Inn in Fredonia ($3.9 million), Wicked Warren’s in Jamestown ($2.3 million), and Hideaway Bay in Silver Creek ($2 million).
Geise has also played a pivotal role in the creation and subsequent oversight of the Chautauqua County Partnership for Economic Growth (CCPEG), an initiative of CCIDA’s component organization, the Chautauqua Region Economic Development Corporation (CREDC). In 2024, CCEPG was successful in obtaining and granting millions of dollars in economic development resources to advance 57 different public-private economic development projects across Chautauqua County. Also in 2024, the Partnership provided nearly $488,000 in direct grant funding to 35 different projects.
In the spring of 2024 and through Geise’s oversight, the CCIDA and CCPEG jointly launched the Live CHQ initiative, a multiyear talent attraction and retention marketing campaign that focuses on helping to correct decades of population loss in the County. Geise also founded the Chautauqua County Land Bank Corporation, which has been serving the community for over a decade. He serves on the board of directors for the land bank, as well as the board for the Chautauqua County Visitors Bureau, the Agriculture and Farmland Protection Board, and on the board of Invest Buffalo Niagara (IBN), where he is also a member of IBN’s Executive Committee.

Geise currently lives in Fredonia with his wife Katie Geise, Executive Director of the Chautauqua County Workforce Investment Board. They have three grown children; Mark, Aidan, and Keely.
According to Buffalo Business First, the 2025 Power 250 List has been an annual feature for the publication since 2013 and focuses on people who are making changes and improvements throughout Buffalo and Western New York. The list varies every year based on events, news and promotions.

During the meeting, Mark Geise, Deputy County Executive for Economic Development, CCIDA CEO, and CCPEG Co-Chair, shared the CCIDA’s Top 10 Accomplishments for the year, along with its top 10 goals for 2025. Geise noted that the CCIDA was involved in 18 separate development project that will provide, if fully realized, an investment of over $311 million in the County. These projects would also result in the retention of 771 jobs, the creation of 166 new permanent jobs, and also provide 561 construction jobs. Projects that involve PILOTs (payments in lieu of taxes) will result in $4.9 million in new revenue for taxing jurisdictions over the terms of the PILOTs, which wouldn’t have been realized had these projects not moved forward.
Some of the key 2024 accomplishments include: Wells Ice Cream Phase III Expansion ($175 million) (pictured); Southern Tier Environments for Living Gateway Lofts project ($67 million); Silver Creek Apartments LLC project ($20.2 million); Dahlstrom Rollform’s purchase by local ownership ($9 million); and the opening of Wicked Warren’s ($2.3 million). In total, the CCIDA board approved 12 loans to local business totaling $4.5 million. CCIDA also continued its focus on creating a $16+ million Shovel-Ready Industrial Site in Ripley and the development of a Talent Attraction/Retention Campaign, which launched as “Live CHQ” in April of this year. CCIDA and its affiliate agencies, including CCPEG, were also rebranded through the launch of the “Choose CHQ” brand and website. Another key accomplishment for CREDC was securing more than $1.5 million in funding from the Ralph C. Wilson, Jr. Foundation to extend and enhance the impact CCPEG has had on the county.
The annual report also included the Top 10 economic development goals for the involved agencies. These aspirations included aggressive proactive business retention and expansion; completing the shovel-ready sites in both Ripley and Ellicott; reactivating properties of community importance, including the Furniture Mart Building in Jamestown, the former Silver Creek High School, Lakeshore Hospital in Irving, the mothballed NRG Plant in Dunkirk, and the former Truck-Lite plant in Ellicott; assisting both ImmunityBio (Dunkirk) and Electrovaya (Ellicott) to ramp up operations; and continuing to focus on implementing recommendations from the County’s Economic Development Strategy through CREDC and CCPEG.
“Through all of the uncertainty posed by a dynamic political and economic climate, the CCIDA team has once again delivered on its mission of attracting new businesses while promoting the retention and expansion of existing businesses,” Geise said. “While we no doubt see ebbs and flows in our organization and in our local, regional, state, and federal economies, the CCIDA and Chautauqua continue to evolve toward a better future.”
In addition to the CCIDA and CREDC accomplishments and goals, the 2024 Annual Report also provided an update on various projects and activities involving CCPEG. According to Nathan Aldrich, County Economic Development Coordinator and CCPEG Manager, over $2.4 million in grant funding was secured by CCPEG to assist with its effort to advance 35 different projects focusing on economic development and placemaking initiatives across the county. These projects included the completion and launch of the Live CHQ Talent Attraction and Retention initiative (pictured); the completion of a county-wide Housing Market Assessment and Development Strategy; the launch of CHQTrails.org, the Chautauqua County Interactive Trails Map; continued upgrades and remediation to the Chautauqua County Overland Trails; and the successful launch of the Chautauqua County Grape & Grain Trail marketing initiative.
CCPEG also provided nearly $250,000 in funding to 14 different partner-led economic development projects located across the county – which helped to leverage an additional $1.6 million from other sources to ensure those projects could move forward. Those projects included: the Hartley Park Waterfront Revitalization & Improvement Project in Lakewood; Theater Seats & Auditorium Improvements at the Reg Lenna Center for the Arts and the Key Market Growth Project for the National Comedy Center, both in Jamestown; the Advanced Manufacturing Program at Dream It, Do It Western New York; and a Strategic Growth Master Plan in Bemus Point.
“CCPEG has lived up to its mission of serving as the catalyst and broker of resources for advancing economic development and placemaking efforts across the county,” Aldrich said. “It was gratifying to see so many of our projects cross the finish line in 2024, but thanks to renewed support from the Wilson Foundation and other funders, our work is only getting started.”
“I am really proud of the work we are doing in assisting our partners, including municipalities, in undertaking transformative and meaningful projects,” Geise added. “Between the work we do at the CCIDA and through CCPEG, we have an extremely dynamic and gifted team. This has been illustrated through all the work we did in 2024, and we look forward to keeping the momentum going to help strengthen the economy in Chautauqua County in 2025 and in the years to come.”

By virtue of being appointed to the CCIDA Board of Directors, Healy will also assume a seat on the boards of the Chautauqua Regional Economic Development Corporation (CREDC) and the Chautauqua County Capital Resource Corporation (CRC).
Healy has more than 20 years of experience in the construction industry, including architecture/engineering; construction administration; estimating; and project management with educational, health care, commercial, utility, and infrastructure projects. He has worked for the Builders Exchange of the Southern Tier (BEST) since 2021 and was recently named the Executive Director, replacing Brad Walters, who retired from that position at the end of 2024. Walters resigned from the CCIDA board on December 23, 2024 due to his recent retirement from BEST, after serving for ten years, creating the open board seat that Healy is now filling.
Healy is a member of numerous local organizations including the Workforce Investment Board; Jamestown YMCA; and the Jamestown Noon Rotary Club, where he served as past president. His educational background includes an MBA from the Franciscan University of Steubenville; a BA from the University of Mount Union; and is a certified Project Management Professional (PMP). While playing football at Mount Union, Healy helped the Raiders to a 55-1 record and three NCAA Division III national championships. He is a native of Steubenville, Ohio, and currently lives in Bemus Point with his wife Betsy (Myott) and their four sons.
“We are pleased to have John join the board of the CCIDA,” said Mark Geise, Deputy County Executive for Economic Development and CCIDA CEO. “John brings a wealth of experience to the board and has a firm understanding of its role related to growing and strengthening the local economy, thanks to involvement with BEST and his relationship with Brad Walters.”

Application period will run from January 6 to February 21, with winners announced in MarchDUNKIRK, NY – With funding secured thanks to a multi-year grant from the Ralph C. Wilson, Jr. Foundation (RCWF), the Chautauqua County Partnership for Economic Growth (CCPEG) is once again inviting municipalities, nonprofits, academic institutions, economic development organizations, and community organizations in Chautauqua County to apply for support for economic development projects. This is the fourth year that CCPEG has offered the funding program, which focuses on enhancing economic revitalization and long-term strategic investment throughout the county.
“For the past three years, CCPEG has supported numerous high-priority projects, designed to spur economic development within Chautauqua County,” said Mark Geise, Deputy County Executive for Economic Development and CCPEG Advisory Board co-chair. “Thanks to additional funding from the Wilson Foundation, we are able to continue providing support for local economic development projects that will build on the momentum we are generating across the county.”
In November, the Chautauqua Region Economic Development Corporation (CREDC), the umbrella organization of CCPEG, authorized the acceptance of a three-year funding award from RCWF, totaling $1.625 Million. The grant award, CCPEG’s largest financial commitment to date, will extend and enhance CCPEG’s administrative and project development capacity, helping to provide local-matching dollars to support catalytic economic and community development projects.
CCPEG will offer resources for select projects identified as having potential for transformational county-wide impacts. Support could include technical assistance; match requirements for local, state, or federal grants being used for projects that align with the Chautauqua County Economic Development Strategic Plan; or other projects that enhance or leverage previous investment in economic development within Chautauqua County.
Grant awards typically range between $10,000 and $20,000, and requests of up to $50,000 will be considered for high-priority projects. Some projects that have received funding previously include improvements to Hartley Park (Lakewood), developing a Waterfront Activation Plan for Mayville, funding a strategic plan for the SUNY Fredonia Center for Innovation & Economic Development (formerly the Fredonia Technology Incubator), CHQ Chamber’s ShopLocalCHQ program, the Dream It Do It Tech Career Initiative, the Chautauqua County Fair Conceptual Planning and Enhancement project, the Reg Lenna Center for the Arts theater restoration project, and many more. In all, more than 40 different projects have received over $1 million in combined funding during the past three years.
“This has been an extremely valuable funding resource for dozens of local projects the past three years, and we are pleased to see it continue in 2025,” said Nathan Aldrich, Economic Development Manager for CREDC and CCPEG. “We look forward to realizing the tremendous impact that this funding will have on our ability to execute our mission and implement several transformative economic development projects within the next few years.”
The application process will begin on Monday, January 6 with a deadline of Friday, February 21 at 4 p.m.

The grant award, CCPEG’s largest financial commitment to date, will extend and enhance CCPEG’s administrative and project development capacity while dedicating the majority of the funding for the implementation of priority projects in alignment with the county’s economic development strategy. This flexible funding pool is designed to provide critical local-matching dollars for catalytic economic and community development projects seeking funding from a multitude of local, state, federal, and philanthropic sources.
CCPEG Advisory Board Co-Chair Mark Geise, who is also the County’s Deputy County Executive for Economic Development and CEO of the County of Chautauqua Industrial Development Agency (CCIDA), said, “I am extremely grateful to the Wilson Foundation for their continued support and I am very pleased to see the Partnership for Economic Growth driving collaborations and investments in priority economic and community development projects across the county.”
The Partnership for Economic Growth finalized and adopted a five-year economic development strategy in 2020. This comprehensive approach resulted in the creation of five overarching initiatives and dozens of other key recommendations to be initiated by individual partners as well as collectively. It was designed to serve as a “call to action” and offers a clear vision for achieving economic prosperity in Chautauqua County. Most importantly, it promotes a collaborative and countywide outlook that supports substantial initiatives and strategic investments, to incrementally transform Chautauqua County’s economic standing in Western New York and across the State.
While the strategic plan serves as a roadmap, partners convene regularly within five individual work groups to identify priorities in the areas of Business Development, Placemaking, Workforce Readiness and Development, Infrastructure, and Housing. Through this process, CCPEG identifies, vets, develops, helps to fund, and implements specific actions, projects, programs, and initiatives that align to the strategy.
While specific projects to be funded by the Wilson Foundation award are yet to be determined, criteria such as project readiness, feasibility, and economic impact will be used to guide decision-making.
Nathan Aldrich, Economic Development Manager for CREDC and CCPEG, noted that the Partnership has helped attract more than $45 million in funding to Chautauqua County to support dozens of different priority projects since the partnership was launched in 2019.
“This second major grant award is a game-changer and will not only enable us to continue our work, but to take it to the next level,” said Aldrich. “We look forward to realizing the tremendous impact that this funding will have on our ability to execute our mission and implement several transformative economic development projects within the next few years.”
Geise and Aldrich also noted their appreciation to the Northern Chautauqua Community Foundation (NCCF), who helped advance the creation of the countywide economic development strategy and launch of CCPEG, and the Gebbie Foundation, who has also been a supporter of the initiative.

JAMESTOWN, NY -- The County of Chautauqua Industrial Development Agency (CCIDA) is pleased to announce the addition of Shelby Bilskie to the position of Successor Chief Financial Officer (CFO). Bilskie will serve as CFO upon Retirement of current CFO Rich DixonJAMESTOWN, NY -- The County of Chautauqua Industrial Development Agency (CCIDA) is pleased to announce the addition of Shelby Bilskie to the position of Successor Chief Financial Officer (CFO).
As Successor CFO, Bilskie will work under current CFO Richard Dixon until his retirement in mid 2025. At that time, she will then become the CCIDA’s new CFO. The CCIDA CFO position is responsible for the financial and operations management of the CCIDA, along with the Chautauqua Region Economic Development Corporation (CREDC) and Chautauqua County Capitol Resource Corporation (CRC).
Bilskie has more than a decade of experience in financial accounting, budgeting, forecasting, and reporting, most recently as the Senior Director of Financial Planning & Analysis – Corporate Officer (Treasurer) for Erie Management Group, LLC / Hero Biodiesel, LLC, a position she’s held since 2018. She’s also held the position of Senior Financial Analyst for Bluestem Brands (formerly Orchard Brands) from 2011 to 2018. Other past positions include manager of Warren County Speedway and teller at PNC Bank.
“We’re excited to have Shelby join or team as she prepares to become the agency’s next CFO in 2025,” said Mark Geise, CCIDA CEO. “She has an extensive educational background and work history in financial oversight, and we’re confident she’ll be a valuable member of our team moving forward. We’re also very appreciative of our current CFO, Rich Dixon, for staying on board over the next eight months to assist Shelby as she transitions into the CFO position.”
“We had several quality candidates apply for the CFO position, but at the end of the process Shelby stood out as the top choice, due to her skillset in financial oversight and her past work experience,” said Gary Henry, CCIDA, CCPEG, and CRC board chairman who was involved in the selection process. “We look forward to working with her and are also thankful for the immeasurable amount of work and effort that Rich Dixon has provided for our agencies the past two decades.”
Bilskie is a 2010 graduate of Slippery Rock University in Pennsylvania, where she majored in mathematics with a special interest area and minor in statistics. She currently resides in Sugar Grove, Pennsylvania with her family.

New Marketing Effort to Focus on County's Beverage and Ecotourism DestinationsCHAUTAUQUA COUNTY, NY -- There’s a new Chautauqua County marketing effort launching this week, focusing on the county’s craft beverage and wine producers, with an additional focus on ecotourism opportunities.
The “Chautauqua County Grape & Grain Trail” is a collaboration between the Chautauqua County Partnership for Economic Growth (CCPEG) and the Chautauqua County Visitors Bureau (CCVB). It is designed to showcase the various wineries, craft breweries, and craft distilleries located within the county, along with its numerous outdoor activities and nature attractions that welcome visitors to the area.
“We want to brand Chautauqua County as a destination for not only wine enthusiasts, but also for those who enjoy beer and distilled spirits, while also distinguishing the county from other wine and craft beverage-producing destinations by highlighting the county’s abundant trail networks, waterways, other natural public spaces for recreation, and the amenities that support ecotourism,” said Mark Geise, Deputy County Executive for Economic Development and Co-chair of the CCPEG Advisory Board.
The campaign landing page is available at TourChautauqua.com/field-to-glass and lists the various businesses that produce and serve wine, craft beer, and spirits. It will also provide links to pages on the CCVB website so visitors can explore ecotourism friendly adventures in Chautauqua County. Those who visit the website will then be able to use the information to help plan their trip to the county and any of the listed destinations. The Grape & Grain Trail will be promoted on various social media channels, including Instagram, Meta, and Snapchat.
“This marketing initiative is an important collaborative effort,” said Andrew Nixon, CCVB director. “The campaign is designed to drive additional visitation to our county’s wineries, breweries, and distilleries, while also working to extend visitor stays and increase visitor spending throughout the region. Through CCPEG, several organizations and businesses have been able to secure the funding necessary to bring this initiative to fruition.”
“This campaign creatively aims to showcase the natural beauty of Chautauqua County while highlighting the region's vibrant craft beverage producers, including local wine and spirits,” said Kristy Kathman, CCPEG economic development specialist. “Our goal is to celebrate the picturesque landscapes, various ecotourism destinations, and rich flavors of local brews, wines, and spirits, making Chautauqua County a destination for nature and craft beverage enthusiasts alike.”
The Grape & Grain Trail campaign was developed by Paperkite, a marketing firm from Cooperstown, selected by CCPEG following an RFP process that generated interest from more than a dozen different agencies. During the first half of 2024, Paperkite developed a campaign that is unique to Chautauqua County, based on research, interviews, and visits with the businesses and locations connected to the effort.
This project is being supported by a Market New York grant from Empire State Development and I LOVE NY/New York State’s Division of Tourism through the Regional Economic Development Council initiative. Matching funds for the project are being provided by the Chautauqua Region Economic Development Corporation.

The effort, called Live CHQ, will focus on talent attraction and retention by highlighting quality of life aspects and career opportunities available in Chautauqua County.
“Live CHQ is primarily intended to market our county to people living outside of our county in order to attract new and professionally talented residents by focusing on the best our county has to offer – including affordability, job opportunities, our cultural and entertainment attractions, and a wide variety of outdoor recreation options,” said Mark Geise, Deputy County Executive for Economic Development and CCIDA CEO. “As part of the talent retention effort, we will also remind current residents of the benefits of living in Chautauqua County.”

The campaign is modeled after a similar talent attraction and retention marketing effort in Buffalo, known as the Be in Buffalo campaign. That effort was spearheaded by Invest Buffalo Niagara, which also provided assistance with initial planning of the Live CHQ campaign.
A major component of Live CHQ is a new website – LiveCHQ.org - that will inform the public about the various quality of life aspects the county has to offer, along with employment resources and business development opportunities found across the county. The campaign is also intended to assist local companies, businesses, and nonprofits across all sectors by helping to inform their prospective employees about what the county has to offer.
“Many of our local businesses and nonprofits need more skilled, talented, and experienced employees to fill vacant jobs. But it can also be challenging to recruit individuals to fill those positions, due to a high demand for skilled workers, compared to the number of candidates currently living in our county. We are encouraging the business community to use the website to assist with their recruitment efforts, especially for talent located outside of the area who may be unfamiliar with what Chautauqua County has to offer,” explained Nate Aldrich, Chautauqua County Economic Development Coordinator and CCPEG Manager.
CCIDA and CCPEG contracted with Buffalo-based Block Club to develop the Live CHQ campaign following an RFP process in late 2022. Throughout 2023, Block Club then worked to develop Live CHQ by visiting the county and meeting with key stakeholders during the “discover phase” of the campaign, to determine its focus – young families, active adults, and professionals with a passion for outdoor recreation and cultural/community experiences who currently reside outside of Chautauqua County. Current county residents are a secondary target audience. Block Club also designed a “choose your adventure” theme, incorporating “CHQ” into the messaging of each ad. The company also designed specific digital ad assets for the campaign, along with a promotional video advertisement.
The website was designed by Clevermethod, also based in Buffalo. In addition to designing LiveCHQ.org, Clevermethod also developed ChooseCHQ.com, the new website for CCIDA and CCPEG, along with the other affiliation agencies – the Chautauqua Region Economic Development Corporation (CREDC) and the Chautauqua County Capital Resource Corporation (CRC).
Funding for the Live CHQ campaign was derived from American Rescue Plan Act funding provided to CCPEG by Chautauqua County, a multi-year grant from the Ralph C. Wilson, Jr. Foundation, and from the CCIDA’s general marketing budget. Assistance in developing the campaign was also provided by Chautauqua County Government and the Chautauqua County Visitors Bureau, along with a variety of organizations and attractions found across Chautauqua County.
“We want to emphasize that this is not a panacea that will suddenly reverse decades of population decline experienced in our county and across the Western New York region. Our hope is that it will be a valuable tool that, when combined with other efforts, will help to move the population needle in a positive direction,” explained Geise. “The launch of Live CHQ is the culmination of a year’s worth of planning and development, and we’re excited to see it rolled out and implemented.”
Chautauqua County Executive PJ Wendel said he is encouraged on what this new rollout program can and will do.
“‘Perpetual optimism is a force multiplier.' That’s my new motto as we move forward,” Wendel said, quoting Colin Powell.
